Art 49: "The Occupying Power shall not deport or transfer parts of its own civilian population into the territory it occupies. "
a: "For, under Article 2, the Convention applies 'to cases of' occupation of the territory of a High Contracting Party, by another such Party"
Go and read Article 2 for yourself and you'll see that your quote is preceded by the magic words *shall* *also*
Which means that there was something **BEFORE** your quote that can render your argument invalid.
