One of the reasons that Oslo failed is because it was based on taking many intermediate steps before reaching a final agreement. It gave both parties too many opportunities to keep on shifting their positions. Whoever is serious about making peace must learn from history. There has to be one set of negotiations which either fail or end up with an agreement which resolves once and for all all aspects of the conflict.
