No, it's up to Article 51, UN Charter, and in the provisions of the Kellog-Brian Pack, and it's contained within the case law established in the Nuremberg Trials. Cross-border artillery barrages do NOT rise to the level of an "armed attack on a member state" under Article 51 UN Charter. Stop pretending that it does, coz it doesn't.
