Answer: The IDF, because it had seized well over half of the territory that had been allocated to that "Arab state", and the state of Israel was insisting that it had annexed all of that territory to itself.
You, of course, query why they didn't declare a state in the rump that was left.
Doing so would have meant conceding over half of their territory to a thief, and at that stage they were not willing to do that.
