Consider a smaller issue, a civil matter like, say, "unfair dismissal". Not sure if you have such a law in your country, but we do. If an employer dismisses an employee on trumped-up reasons then the courts can insist that this person be re-hired. That is recognizing the RIGHT to be re-hired after being wrongfully dismissed. The employer will almost never re-hire that person; instead they will both reach an agreement on monetary compensation. That is the consequences that flow from the recognition of that wrongfull dismissal. None of the arabs really believe that these refugees are going to be able to flood back into Israel. But they DO believe it is very, very important that this right be recognized. Once that is done then they'll settle for compensation.
