The ambulance service of any country is a "component body" of the INTERNATIONAL RED CROSS AND RED CRESCENT MOVEMENT. The ICRC wrote this report, not the IRCRCM. The IRCRCM has responsibility for ambulance services, not the ICRC. You can no more berate the ICRC for the misbehaviour of Palestinian Red Cresent ambulance drivers than you can berate an Australian Red Cross ambulance driver because the ICRC hasn't been able to visit Shalit. Doing so is judging something because of the behaviour of an organization for which they can NOT be held responsible. You have a problem with the way the Pal ambulance service is run? Then take it up with the Red Cresent, not the ICRC.
