The issue is this: what is the *source* of that authority, and what *limitations* does the source of authority place upon the exercise of authority? Israel insists that the source of its authority is "sovereignty", and as the sovereign it can do as it f**king well likes and the USA can just f**k off. Israel is wrong. The source of Israeli authority over this city is "belligerent occupation", and the limitations upon the exercise of that authority is found in "int'l humanitarian law". Israel seized Jerusalem (all of it) via the point of a gun. It therefore *holds* Jerusalem i.e. it does not *own* Jerusalem. That brings with it limitations, because we are well past the time when any occupier can act as a feudal warlord. There *are* laws that cover this, and Israel is willfully violating them every day.
