By the time the declaration was made, the Yishuv had been fighting for 6 months. Half the Palestinians who would leave had left. One third of the casualties that Israel would suffer would have died by then. The only causal link between the two is that immediately after the partition plan was announced the Arabs started fighting. There is also reference to the Balfour declaration and the League of nations. You might as well say that the Hashimites "created" Israel when Faisal in 1916 stated "sympathy" for a jewish home. The UN did not lift a finger to help implement the partition plan and the end borders in 1949 bear virtually no relation to the partition plan borders. PS The partition plan called for a Jewish and arab state, Palestinians were only refered to as Palestinians in the 60's.
