    This one: DT: "collective decisions bear collective responsibility." Weasel-words, because Israel is taking it a step further. Not just YOU ARE ALL RESPONSIBLE, but YOU ARE ALL TO BE PUNISHED. The correct question then becomes: Does a collective DECISION warrent a collective RETALIATION? Under Int'l Law the answer is clearly "NO". It is not enough to point at all the Gazans and say "They ALL agree that shooting rockets at Israel is knee-slappingly funny, so they ALL deserve to go without fuel". Gazan mocking of Israel may be an example of a collective DECISION, but that is not an example of a collective RESPONSIBILITY for the firing of those rockets. And Israel is retaliating against the FIRING OF ROCKETS BY MILITANTS, so she can only retaliate against those RESPONSIBLE FOR FIRING THEM. She can't retaliate against a sullen popln because they *agree* with what the militants are doing. That's not punitive; that's petty.
