    Hello Fagin, I was waiting for you to come up with Dayan's name. Dayan was indeed the originator of liberal policies towards the Arabs in the Territories. Dayan ran the show in 1967-1973, while Ben Eliezer was the civilian Coordinator of Government Policy in the Territories only in 1983-84. Ben Eliezer was essentially irrelevant to the establishment of universities there. But even Dayan was not the initiator of any educational institution. His policy was to let the Arabs do whatever they wanted as long as it did not conflict with Israeli security. Fagin, you can even apply common sense. When and why should a government initiate a university? The people must want it.Note that until 1977, Israel even intended to return the Territories to Jordan! (Remember the Allon Plan?) If Jordan was paying, who do you think was involved in the establishment? I already explained why Jordan had to open the universities in the West Bank; it was no longer easy for students to travel back and forth from home to school. Fagin, it is better to move on instead of insisting on unlikelihoods. You are wasting your time on this, and ours too. BG
