Mike is correct that the Israeli government has a completely inconsistent pattern of law enforcement. However, Israeli law challenges the very core of the Bedouin way of life and while in the long run it might not be possible to avoid this, we certainly have an obligation to be soft and sensitive. The settlers, however, had choices and consciously chose a path that entailed certain risk. I am very sympathetic towards those who have lost their jobs, homes and communities, but these ARE replaceable. The Bedouin way of life is NOT replaceable and needs to be dealt with differently.
