There was no action he actually took in this regard, especially not Kuwait. At no time did Saddam talk of Kuwait as being a step to Arab unification; instead, he claimed it as some historical Iraqi territory. (If you look at the borderline, you might suspect that Kuwait is indeed a bite taken out of Iraq.) In any case, no Saladin talk at the time. although it might have been called for if correct.
