I really hope, your scenario won't have to come true, but unfortunately it would be typical of the EU to wait with action until things are getting out of hand. I assume, the main problem will once again be, that the different member states can't find a common denominator. Countries like Spain, Italy, France, Ireland would definitely support such a plan, while Germany (especially under Merkel) will block anything as long as it hasn't received the green light by the Israeli governement. Difficult to make real progress in an environ- ment like this....
