I agree taht Israel should make better use of its Arab citizens. However, the law is the law, like it or not, and everyone must obey it. Like all democracies, Israel has set up specific procedures for communicating with both its enemies and its friends. It is not appropriate--and it is possibly illegal--for a Member of the Knesset to take the law into his own hands to violate those procedures and laws. We in the US have strict laws about who can travel to North Korea. All must obey or suffer the consequences, otherwise we would have the kind of chaos one sees in Iraq.
