Just as an enemy army can't target the Tel Aviv Police Force simply because it's full of IDF reservists. A Tel Aviv policeman is immune to attack even if he is a general in the IDF reserves i.e. he only becomes a target when he reports to his reserve unit for active duty. The same is true of a Gazan police officer i.e. he has to report to his combat unit before he becomes a legitimate target. Because, obviously, if he NEVER DOES that then he HAS NOT BECOME a combatant.
