On p. 258, however, which apparently you didn't get to, Morris writes that Israel was in fact prepared to take back refugees and made an offer to the Arab states to take back 100,000 if the Arabs would re-settle the rest in their own lands; the Arab states balked, "seeing in them and their misery a useful tool against Israel...." (p. 258).
