The International Court of Justice has said so, an the UN hs accepted that opinion, as has the EU and the ICRC i.e. they ALL agree that interntional law makes those colonies illegal. It is only the US government that refuses to state its opinion one way or the other, restricting itself to opining that it regards the settlements as "illegitimate". It does that for POLITICAL reasons, and its refusal to state one way or another its opinion on the underlying LEGALITIES of the situation does not affect those LEGALITIES one little bit, since it amounts to the USA says "Whoah! Don't make me say it, guys!"
