An example: A prison warden who orders his guards to cease patrolling the grounds and to stay in the watchtowers is "refusing to exercise his authority", but he most definitely has not "removed his authority" over that prison. Sharon = prison warden. IDF = guards. Gaza = prison. Disengagement = the order to cease patrolling the grounds and deploy to the watchtowers. Sharon no more "removed his authority" over Gaza than did my hypothetical prison warden "remove his authority" over his prison.
