Israel is hardly an apartheid state: Arab Israelis are represented in the Knesset;one was speaker of the Knesset;one was acting president of the Jewish State;Arab Israelis are lawyers,judges,doctors,nurses,engineers, scientists,business managers,entrepreneurs,members of the IDF,at least one Arab Israeli was a general in the IDF;construction managers and workers,members of the trades;members of law enforcement and fire fighters,and other public service professionals.Israeli Arabs participate in all aspects of Israeli life and are constructive members of society.The tragedy is that they are frequently discriminated against by unthinking Israelis.But that is the result of 62 plus years of continued warfare against the Jewish State.As far as Carter and being "rogue" is concerned,your lack of specificity is unintelligible and incomprehensible.
