According to this press release: http://www.un.org/unrwa/news/releases/pr-2007/Gaza9Aug07.pdf they are still there, but they can't *do* anything other than distribute humanitarian aid All other projects - agricultural assistance, construction work, etc. - is frozen, because the UNRWA can't import any of the goods they need to carry out those projects.
