I'm comparing Gazans to Haitians. The Haitians are innocent victims of an act of nature, although the size of their tradegy has been greatly increased by failure to build appropriate infrastructure. The election of Hamas came about because of many political acts of choice by the majortiy of Gazans, the result of which was that Hamas acted on its mandate and its charter by attacking Israel, kidnapping Shalit and firing thousands of rockets at Israeli civilians. And the consequence of THAT was the closure of the Israel-Gazan border and operation Cast Lead. By the same token, the ability to improve their situation is also in the hands of the Gazans, i.e they can pressure their leadership to return Gilad and stop attacking Israel, which would result in prevention of further attacks and the opening of the Israeli-Gaza border.
