Rubinstein didn't say the refugees are a minor problem. He said they are a minor problem compared to the problem of Israel extricating itself from the settlement enterprise. And he's right - the Palestinian leadership have been saying for years that the refugees must have not the literal right to return en masse to Israel, but "a fair solution" to the refugee problem. They want an acknowledgement that the creation of Israel caused the refugee problem, literal return for a token number, and compensation and resettlement for the rest. That is what their "fair solution" involves. They cannot be any more explicit about it except in the context of an overall settlement, just as no Israeli leader would explicitly acknowledge that Jerusalem will end up being shared, except within the context of a comprehensive agreement that has enough benefits to make the concessions palatable.
