What will happen when Pals try to forcible re-claim land they believed was their's from the current rightful owners, be they Jews or Arabs? Will a Pal even listen to a Jewish police officer, or will they fight him and protest, like when a white officer enters a black city? You run the risk of a society inside a society, like Muslims have in the UK today. What if the Arab part of the govt allows ALL Pals refugees to return, knowing most are upset with Jews and the risk of future attacks is very high. Will jobs be available to them? Will the Arabs re-launch a 1920 massacre to take property and rights from Jews, or actually live in peace?? And what of the Israeli Arabs who stayed and worked hard for their part of life's dream - now they must lose part of it for these new refugees where resources already can't handle the current populace? Your call for a 1-State solution is based on the goal of killing Israel, not in making a functional society. It's obvious.
