These are the two words we always hear to morally justify what often turn out to be dumb and disastrous actions. Bush told us Americans "We have no choice but to invade Iraq". In the case of Israel, there were many options not taken and others that were that helped precipitate the current situation. Not only was insuffient patience shown by Israel and others during the Clinton talks, but these were provocatively cut off by the "walk to Temple mount". Since, Israel has refused to talk with Arafat, then Abbas (without pre-conditions) then duly elected Hamas under almost any condition. Even the kidnapping was preceded by the usual "targetted attacks" which "oops", in the weeks preceding, killed at least 24 Palestinian civilians. Is our next "smart choice" or "no choice" to get entangled in Lebanon 2? And will any of this get our one kidnapped soldier (oops, now 3) back alive. Only stupid policy, like stupid people, gets a into a position where there is "no choice".
