Israel's treasury asks Bar-Ilan University to explain official's excessive wages
Finance Ministry caps monthly wages for university directors general at NIS 52,079 per month, but Bar-Ilan pays NIS 59,000.
The Finance Ministry has asked Bar-Ilan University to explain the compensation package it is giving to Director General Haim Glick, which treasury officials exceed the salary limits for state-supported schools.
The Finance Ministry has capped the monthly wages for university directors general at NIS 52,079 per month. Treasury officials say Glick's July salary was NIS 59,000 and there were similar violations in previous paychecks.
Bar-Ilan University said in response that the salaries of senior Israeli university officials have been the subject of negotiations between the Finance Ministry's wage director and the committee represents university heads for some time, adding that the issue will be resolved in the course of these talks.
Finance Ministry Deputy Wage Director Shmuel Nahmani sent a letter to Bar-Ilan on Monday, requesting a response from Glick and the university within 30 days.
The treasury says Glick's contract provides for overtime pay, contrary to regulations as well as employer benefit contributions that exceed the permissible limits. It has questioned the propriety of other conditions of Glick's employment as well, including an annual payment of NIS 66,000 payment reserved for senior faculty members, funding for up to 30 days' travel abroad and what the ministry claims is excessive vacation time.
The ministry stated that Glick's contract apparently made him eligible to receive NIS 70,000 for "the success" of a "comprehensive systems project," in violation of regulations. According to the letter, Glick also received dmei havra'a ("rest and recuperation," a standard benefit for Israeli workers ), to the tune of NIS 10,000 beyond the allowed amount.
The treasury also took exception to the university's promise, included in Glick's contract, to compensate him in the event the treasury interfered with his salary agreement with Bar-Ilan. Nahmani wrote: "If the payments stipulated in the agreement are illegal the university cannot compensate you for them, and if the agreement is not illegal then there would be no need for compensation."
In his letter Nahmani also wrote that the ministry contacted Glick and the university more than three years ago and instructed Bar-Ilan to follow ministry wage guidelines with respect to Glick.
These violations in policy, Nahami wrote, were apparently not addressed.
