Condoleezza Rice to hold talks in Berlin with Livni, Abu Ala

U.S. Secretary of State Condoleezza Rice will hold joint talks in Berlin Tuesday with Foreign Minister Tzipi Livni and chief Palestinian Authority negotiator Ahmed Qureia, known as Abu Ala.

The three are in Berlin to attend a conference on aiding Palestinian Authority police forces. The aim of the conference, which is to begin on Tuesday, is to raise some $200 million for projects led by European Union consultants working alongside PA police in the West Bank.

Attendees are to include EU member states and representatives of the U.S.-UN-Russian-EU Quartet as well as Quartet Middle East envoy Tony Blair.

A diplomatic source said that the substance and format of the Rice-Livni-Queria discussion will not differ from prior talks. The source said that Livni and Queria are to update Rice on their recent bilateral peace talks.

The three held a similar meeting about a week ago, during Rice' last visit to Israel. Since then, Israeli and Palestinian negotiating teams have held two meetings.
