Last update - 07:14 16/06/2008 Mayor: Jerusalem is not a settlement, building will go on By Jonathan Lis, Haaretz Correspondent Tags: Israel, Uri Lupolianski  The proposal of Jerusalem Mayor Uri Lupolianski for the construction of 40,000 residential units in various Jewish neighborhoods of the capital was approved Sunday by the District Planning and Building Committee. The plan includes construction in neighborhoods over the Green Line. Lupolianski has said in recent weeks that the plan aimed to deal with the serious shortage young couples face in hunting for affordable housing. Advertisement For the first time this will include housing for Arabs in East Jerusalem, in the northern neighborhoods of A-Tur, Issawiyeh and Shuwafat. To date, Arabs in East Jerusalem experienced serious housing problems forcing them to resort to build without permits. The new plan is meant to legalize some of that illegal construction. "Jerusalem is not a settlement and construction in the capital will continue with the aim of encouraging young [persons] to live there," Lupolianski said Saturday. Two months ago, the plans were approved by the local municipal planning committee. Included in the plans was the construction of 600 housing units in the neighborhood of Pisgat Ze'ev. Lupolianski has said on more than one occasion that he sees nothing wrong with expanding the size and scope Jerusalem neighborhoods situated beyond the Green Line, including Pisgat Ze'ev, Neveh Yaakov and Har Homa.
