Report: Evacuate residents within 5 km of Ramat Hovav industrial zone
By Michal Greenberg, Haaretz Correspondent

A report by the investigation committee appointed by the Environmental Protection Ministry has suggested that no population should live within a five kilometer range of Ramat Hovav. The committee also emphasized that immediate measures should be implemented in order to evacuate Bedouin residents in the area.

The committee was initially appointed to look into an April incident where hazardous chemicals exploded at a Makhteshim Agan chemical plant at the Ramat Hovav industrial zone.

The Ramat Hovav industrial zone has been for years the source of serious health and environmental hazards.

The committee's report, published on Tuesday, criticized Makhteshim Agan's management for not abiding by licensing and hazardous chemical handling restrictions.

The report also condemned the plant for their failure to deal with past incidents, proving that the plant did not learn any lessons and did not report the explosion in time. In addition, the report found that the April explosion was the result of numerous failures of the plant's emergency services branch.

The report was not completed due to the refusal of the Makhteshim Agan plant to cooperate with the investigation committee or to give them relevant paperwork because they objected to the fact that representatives from the Israel Union for Environmental Defense were members of the investigation team.
