Despite Carter's pledge, Shalit family still awaiting letter from Gilad

The family of captive Israel Defense Forces soldier Gilad Shalit has not received a letter from him despite a pledge by Hamas to former U.S. President Jimmy Carter over a month ago.

Khaled Meshal, the Islamic group's exiled leader, told Carter he would allow the soldier to send his family a letter as a humanitarian gesture.

overnment sources say that Meshal, who is based in Damascus, may lack the clout over the militants holding Shalit to permit the delivery of the letter.

During his visit to Israel last month, Carter briefed Shas chairman Eli Yishai about his talks with Hamas over Shalit. Carter later met with the soldier's father, Noam Shalit, and with the government's envoy to talks aimed at returning captive Israeli soldiers held by Hamas and Lebanese Shi'ite group Hezbollah.

Since Gilad was abducted in a cross-border raid by Gazan militants in June 2006, the Shalits have received two letters and a taped message from him.

Meanwhile, senior Hamas official Mahmoud Zahar is waiting in Qatar for Egypt to deliver Israel's response to its proposal for a temporary cease-fire.
