Police: Only 1 in 100 thieves is indicted

Only one out of 100 thieves is ever brought to trial, due to difficulties in collecting evidence, Major General Yohanan Danino, head of the police investigations and intelligence department, said yesterday.

Speaking at an Israel Bar Association conference in Eilat, Danino said that out of every 100 perpetrators, the police are "likely to know about only seven of them, and only against one of those will we manage to collect enough evidence to indict."

In recent years, an average of about 130,000 police complaints per year have been filed over break-ins to apartments, businesses and vehicles. The rate of crimes solved stands at about seven percent, Danino said. He also said that suspects often remain silent under questioning, and it is becoming increasingly difficult to obtain intelligence through informers.

"The modern field of evidence is not like the 'classic' crime scene we used to know," he told the attorneys. "Today, we're dealing with cyber-crime, crimes committed behind closed doors at the push of a button, while links are severed between the perpetrator and the offense."

Danino also noted that in contemporary evidence collection, the weight and status of scientific, forensic evidence has been rising, while that of testimony given by witnesses, which used to be "the queen of evidence," has been declining.

Scientific evidence is objective and almost impossible to manipulate, he explained, while testimony provided under questioning is given to subjective interpretation.
