Police move to new HQ east of Jerusalem

In the middle of nowhere, far from any community, stands the new headquarters of the Samaria and Judea Police District. The access road to the building is long and wide, and connects to the Ma'ale Adumim-Jericho road. This access road provides tangible evidence of the intention to turn the compound into a residential neighborhood: Three traffic circles have been built; along the road on either side run dirt paths that are destined to be paved for two additional lanes someday; the hills in the way were blown up to blast through to the district's new home. On the adjacent rise, an extensive plot of land has been prepared for a future neighborhood.

Why locate a police station away from any existing community? There are no clear answers. In the past few days, the police have begun moving the various Samaria and Judea District offices to the new building. "The offices are moving, but no ribbon-cutting date has been set," a source familiar with the project said yesterday.

The police and Public Security Ministry have never admited that political factors played a role in the move's timing. But in recent months, the move was postponed "for technical reasons," in proximity to moments that might have proved politically awkward.

Last October, Public Security Minister Avi Dichter announced that the headquarters would move by the end of 2007. But then the Annapolis conference was convened, and Dichter's office announced a delay citing "problems in paving the access road." It was again postponed around the time U.S. President George W. Bush visited in January, because the building had not obtained the required "Form 4."
