Leviev, equal-opportunity builder for police and inmates

Only about half of the 15 groups that paid to receive tender documents from the state to build and operate a police training center in Beit Shemesh reportedly submitted bids for the gigantic $500 million project.

Nor will any more bids be coming: The deadline in the preliminary stage of the tender has passed.

The combinations that the huge tender birthed are certainly unusual. One of the bidding groups was none other than Lev Leviev's Africa Israel, which by coincidence is also the first company in Israel to build a private-sector prison, which it operates for the state.

More to the point, it teamed up this time with none other than the University of Haifa to build the police facility.

Minrav is another bidder - it recruited the Bar-Ilan University to hold its hand, while Shapir Engineering is bidding in alliance with the Ariel University Center of Samaria.

The bidders also include the Housing and Construction Holdings and Hashmira group, which was formed after Housing and Construction and Africa Israel called off their planned partnership.

Africa Israel and Minrav have the expertise to pull off a complex project of this kind. in the past they worked together to build and operate student dormitories for the Hebrew University in Jerusalem, and they also cooperated on building Israel's first private-sector prison (which naturally houses regular miscreants, not corporate officers who erred).

Prerequisites for the private finance initiative project tender were published five months ago. The facility is to be constructed on 230 dunams of land. The tender winner will operate the facility for 20 years, and will receive annual compensation from the state. Afterward it has to give the facility over to the state, free of charge.

The facility will host all of the Israel Police's training activities, which are currently scattered among a number of sites and facilities. It will also offer lodging for 1,000 persons as well as dining services.
