Last update - 20:29 27/03/2008 Treasury official: Economically, Israel is a bi-national state By Mijal Greenberg, site:haaretz.com Tags: Treasury, Belnikov, budgets  The Finance Ministry's budget supervisor, Ram Belnikov, said Thursday that Israel is a bi-national state on the economic level due the income rift between residents in different parts of the country. Belnikov explained that there is an "intolerable" difference in per capita income between residents of central Israel and those living in the periphery. An a meeting with MKS in the town of Omer, Belnikov said that in the upcoming budgetary year the periphery will qualify for economic affirmative action. "If there is need for an MRT machine, we will buy if for the periphery and not for the center," Belnikov said, and added that the same rule would apply to the sphere of education. Advertisement Belnikov noted that although state services provided to residents of central Israel could be harmed as a result of the shift in policy, and despite economic factors that would hinder the process, the move would be beneficial to the Israeli economy as a whole. Be'er Sheva Mayor Yaakov Turner and Dimona Mayor Gideon Bar Lev also attended the meeting.
