Prisons Service: Underage girls treated inhumanely in custody

Underage girls held at the Russian Compound holding cells in Jerusalem suffer inhumane and humiliating treatment, so maintains a report issued by the Israel Prisons Service Committee of the Israel Bar.

Committee members met with five girls between the ages of 14 and 17 who had been arrested during a right wing demonstration in the East Jerusalem neighborhood of Jabal Mukaber earlier this week, during which activists tried to storm the house of a terrorist who killed eight yeshiva students in Jerusalem two weeks ago.

In the interim report, the committee wrote that the cells in which the girls were held were filthy and unsanitary. "The underage girls were given used military blankets exuding a bad smell, to say the least," the report said.

According to the report, three of the girls were placed in one cell together with an adult woman who smoked inside the cell, which was "filled with cigarette and smoke and did not have a vent."

The report goes on to say that two additional girls said that they hadn't received any sheets, "but used and smelly military blankets. They did receive towels, but they were dirty and unusable."

The authors of the report said that the girls had complained to them that the guards were withholding food and water from them until they agreed to disclose their names and identities, which the girls refused to reveal.

The girls also complained to the committee members that the guards refused to grant them medical attention after they sustained injuries during their arrest. They said that medical care was also conditioned upon the disclosure of their identities.

The findings section of the report proclaimed that the fact that the girls had refused to reveal their identities had affected their imprisonment conditions. "The root of the evil is the fact that medical attention and food and water were conditioned on the disclosure of the girls' identities. Such conditions are baseless and are a serious violation of their rights," the committee members wrote. They added that they found the conditions the girls had been exposed to "difficult inhumane conditions that are against the law."

The committee, headed by attorney Michael Attiya, recommended that the report be submitted to Justice Minister Daniel Friedmann, Public Security Minister Avi Dichter and Attorney General Menachem Mazuz so that these violations are remedied quickly.

The Chairman of the State Control Committee, MK Zevulun Orlev, said in response that "the report reveals that the Israel Prisons Service adopts the inhuman behavior of dark regimes that have no place in the state of Israel as a lawful country. Even if the detainees were suspected of crimes that I condemn in every way, I will fight for their right to be treated humanely and reasonably."

"The Public Security Minister must address these conditions urgently," Orlev added.
