Ramon: PM wants accord with West Bank settlers on unauthorized outposts

Vice Premier Haim Ramon told a Knesset panel Monday that Prime Minister Ehud Olmert wants to reach an agreement with West Bank settlers on the fate of the unauthorized outposts.

In comments to the Knesset State Control Committee, Ramon warned that the government would dismantle the outposts by force if necessary. "We don't want a confrontation, but if there is no choice, the government will fulfill its obligations.

Ramon added that an examination of the approximately 100 outposts shows that "about a third of them can be granted authorization, a third can in no way be given authorization, and [authorizations for] a third can be discussed."

The vice premier said the government would evacuate the 26 outposts established after March 2001, as it is obligated to due under the U.S.-backed road map for Middle East peace. "This is a commitment to the U.S. and it is very difficult to break such a promise," he said.

Attorney Talia Sasson, who compiled an official report on the outposts in 2006 commissioned by former prime minister Ariel Sharon, told the Ministerial Committee on Outposts on Monday that there was no room for compromise on the issue.

"I would be happy if the committee were to do nothing, and leave the situation as it is," she said. "That would be better than adopting this draft, which would allow large-scale construction in the territories, including the illegal outposts."

Defense Minister Ehud Barak's advisor on settlement affairs, Eitan Broshi, said during the hearing that talks are underway with the Yesha Council of Settlements in an attempt to reach an agreement. "Nobody wants another Amona," said Broshi, in reference to the violent 2006 evacuation of the Amona settlement outpost.

Ramon and Civil Administration head Yoav Mordechai told the panel that no new outposts have been erected since 2005.

The head of the Gush Eztion Regional Council, Shaul Goldstein, slammed Sasson's report. "It examined 200 of more than 1,000 towns in Israel," he said. "100 percent of them were established and only then received authorizations, just like the outposts. This includes towns established before the state was founded, as well as towns established in the 70s and 80s."

National Religious Party MK Nissan Slomiansky urged the government to adopt a similar approach to the one taken regarding unrecognized Bedouin villages in the Negev, and form a committee to work towards recognizing the unauthorized outposts.

Meretz MK Avshalom Vilan, however, asked why the state was building roads to the outposts given that they are unauthorized.
