Palestinian militants in the Gaza Strip on Monday fired a barrage of nine Qassam rockets at the western Negev, one of which struck the yard of a house in Sderot.

There were no direct injuries as a result of the strike, but one woman was lightly hurt when she fell on her way to take shelter.

Two of the rockets struck near an infirmary in a kibbutz in the Sha'ar Hanegev Regional Council. The strike caused some damage and four people were treated for shock.

Two more rockets struck open fields in the Sdot Negev Regional Council, causing no injuries or damage.

Seven mortar shells and four Qassam rockets were launched at the western Negev on Sunday afternoon.

One of the rockets hit the yard of a house in Sderot, near a kindergarten.

A number of people suffered from shock as a result of the strike and one woman was taken to the Barzilai Medical Center in Ashkelon for further treatment.

Buildings in the area were damaged in the strike.

A special ministerial forum on Sunday approved a plan to fortify 3,600 homes situated within a 4.5-kilometer range of the Gaza Strip against rocket fire.

The forum's initial intention had been to provide complete fortification for 8,000 homes in the area, as reported in Haaretz earlier Sunday.

The United Nations's undersecretary-general for humanitarian affairs, Sir John Holmes, visited Sderot on Sunday and condemned the rocket attacks.

"We condemn absolutely the firing of these rockets. There's no justification for it. They are indiscriminate," he said.

In an interview with Haaretz after the visit, Holmes urged the government to make sure its response to the Qassam attacks be proportional from a humanitarian point of view.

Also Monday, Israel agreed to allow a rare shipment of cement into the Gaza Strip. Officials said the material would be used to build a desperately needed sewage treatment plant to replace one that collapsed last year and killed five people.

Israel has blocked cement shipments to Gaza as part of a broader blockade after Hamas took over the coastal territory last June.
