FM: War report shows harsh reflection of Israeli leadership

Foreign Minister Tzipi Livni on Tuesday responded to the Winograd Committee's conclusions on the handling of the Second Lebanon War, telling ministry employees that the report painted a very grave picture of the country's leadership.

The 2006 conflict erupted when Lebanese-based Hezbollah guerillas attacked Israel Defense Forces troops in a cross-border raid, killing three and abducting two others. The conflict lasted for 34 days, and ended with an internationally brokered cease-fire.

In a memo to ministry employees, Livni wrote that the committee's final report, "holds a mirror to Israel's leadership that reflects a very harsh image." She said that the report also contains a "call for a clear focus for ... the future."

Livni wrote in her memo that: "The fact that United Nations Resolution 1701 is presented in the report as an achievement does not diminish the severity of its [the report's] conclusions."

Even so, Livni lauded ministry employees for their efforts on the formulation of the UN cease-fire resolution and the subsequent end to the conflict.

The Foreign Ministry, she wrote, "contributed to a significant change in Israel's decision-making process and created the understanding that Israel's repertoire holds not just military tools, but also political tools used by those in the foreign service."

Livni updated ministry employees on her plans to appoint a special team to deal with future emergency situations of varying sorts.

"The role of the foreign ministry is not just to explain military procedures, but also to initiate, coordinate and translate the reality to a process that serves the national interests of Israel."

The final Winograd report, which was released on January 30, called the war a "missed opportunity," and said it "found grave faults and failings in the decision-making process and the preparatory work both in the political and military levels and the interaction between them."

"The manner in which the original decision to go to war was made, without discussing the alternatives, and the manner in which Israel embarked on the war prior to determining which of the alternatives it had chosen, or an exit strategy - these were severe failures that impacted the entire war, which were contributed to by both the political and the military echelon," wrote Justice Eliyahu Winograd in the report.
