IDF says was 'well aware' of flaws before Winograd Report

An official response Wednesday night from the Israel Defense Forces stated that it views the Winograd Report as an important document, and is committed to studying its contents and correcting the problems it identified - a process it stressed has already begun.

"As a monitored body, the IDF sees the report as an important tool for locating and correcting the defects," the IDF Spokesman's Office statement said.

"The IDF and its officers cooperated fully with the committee's work. The committee was given all of the material from inquiries conducted and the army's officers testified before it whenever called upon," it continued.

The statement added: "The army is well aware of the failures and tensions uncovered in various areas during the Second Lebanon War, and of the feeling generated among the public. As a result, the IDF is in the midst of a profound and ongoing process of correcting the defects."

The army did not wait for the Winograd Committee's final report to begin implementing the war's lessons, the statement said: "The conclusions and lesson were translated into a comprehensive work plan that represents a fundamental change. The process began in 2007, which was declared a year of fitness and readiness for the IDF, during which priority was given to improving the operational deployment and operational infrastructure."

The IDF cited the multi-year "Tefen" procurement plan for bolstering its emergency supply units over the next five years, at a cost of NIS 2 billion; doubling troop training in 2006; and exposing units to a wide array of combat circumstances.

Tefen includes acquiring the F-35 stealth bomber, new boats for the navy, producing new Merkava armored personnel carriers and buying American Stryker APCs, plus expanding missile defense programs.

Meanwhile, the IDF has set up a committee of senior officers to address the findings of the Winograd report and implement its recommendations, Army Radio reported.

The committee, appointed by the Chief of Staff, includes three major generals and two brigadier generals, and is due to submit a preliminary report as early as next week.
