Bush urges clear outline for a Palestinian state

U.S. President George W. Bush called for Israel and the Palestinians to agree on clearly defined outlines for a Palestinian state, a day before he begins a landmark visit to Israel and the Palestinian Authority.

"What has to happen in order for there to be a peaceful settlement of a long-standing dispute is there to be outlines of a state clearly defined," Bush said at the White House. "So that at some point in time, the Palestinians who agree that Israel ought to exist and agree that the state ought to live side-by-side with Israel in peace have something to be for."

Bush's comments came hours after Prime Minister Ehud Olmert and Palestinian President Mahmoud Abbas agreed to instruct their negotiating teams to hold talks on core issues of the Israeli-Palestinian conflict.

"Today the two leaders agreed to authorize the negotiating teams to conduct direct and ongoing negotiations on all the core issues," Olmert spokesman Mark Regev said after the prime minister met Abbas in Jerusalem. "We expect that to start expeditiously."

According to the deal, which was first reported in Haaretz earlier this week, all the core issues in the negotiations between Israel and the Palestinians for a final status agreement will be discussed in a special committee headed by Livni and Qureia.

The core issues are considered to be the three most complex and difficult ones: borders, refugees and Jerusalem. The remaining issues such as security, trade, economics, law and civil issues will be dealt with in separate committees.

Olmert and Abbas will monitor the progress of the negotiations and will contribute to resolving deadlocks.

Neither side gave a start date for the talks, although Palestinian negotiator Saeb Erekat said the talks would begin immediately.

"We hope that the Israeli government ... would refrain from any act that may pre-empt ... the issues of permanent status negotiations and will stop the military attacks in the West Bank and Gaza," Erekat said.

Israel has stepped up military operations in the Gaza Strip in recent weeks in an effort to stem the ongoing Qassam rocket fire at nearby Israeli communities, killing dozens of Palestinians - the vast majority of them militants.

Lieberman: I won't resign during Bush's visit

Minister for Strategic Affairs Avigdor Lieberman, chairman of the hard-line Yisrael Beiteinu party, said in response Tuesday that he does not intend to resign during Bush's visit, but does plan to hold a meeting with the prime minister for clarification of the core issues to be discussed.

"Lieberman doesn't intend to cause drama and crises and resign during a visit by the president of the United States," said sources close to the minister.

Bush is scheduled to arrive in the region for a three-day visit aimed at getting peace talks back on track.

The U.S. President has added a stop in Bethlehem to his trip itinerary in order to visit the Church of the Nativity. He will also make stops in Kuwait, Bahrain, the United Arab Emirates, Saudi Arabia and Egypt to press Arab allies to help rein in Iran.

At the November peace conference in Annapolis, Maryland, Israel and the Palestinians pledged to reach a final agreement by the end of the year, before Bush leaves office.

"We think the visit is an opportunity to energize the momentum of the post Annapolis dialogue between us and the Palestinians," Regev said.
