PM: Israel won't take security risks until PA fights terror

Prime Minister Ehud Olmert said Sunday that Israel would not take any security risks in its gestures to the Palestinians until the Palestinian Authority begins taking the necessary actions against terrorist groups.

"As long as the Palestinian Authority does not take the required measures, with the required intensity, to fight terror groups, the State of Israel cannot make any changes that may expose it to dangers and create security hazards," said Olmert, at the outset of the weekly cabinet meeting.

"We do not intend to compromise on this, and it will be an inseparable part of any dialogue between us and the PA," the prime minister added.

Olmert's comments came in the wake of Friday's deadly West Bank shooting attack, in which two Israelis were killed.

Industry, Trade, and Labor Minister Eli Yishai said during the cabinet session that the attack was sufficient cause to call off negotiations with the PA.

David Rubin and Ahikam Amihai, both in their 20s, were hiking with a woman from Kiryat Arba on Friday when four Palestinian terrorists opened fire on them from a jeep.

Rubin and Amihai, who were soldiers on leave from the Israel Defense Forces, managed to return fire, reportedly killing one of the terrorists and injuring another, before they died. Their female companion was uninjured.

Palestinian negotiator Saeb Erekat called for an end to violence. "To address this issue between Palestinians and Israelis we need the resumption of a meaningful peace process," Erekat said.

Palestinian Prime Minister Salam Fayyad said Saturday that his security forces had arrested an unspecified number of suspects in the shooting. He said the detentions were proof of his government's determination to rein in Palestinian militant groups and impose law and order in the areas under its control.

Fayyad's government controls only the West Bank, having lost authority of the Gaza Strip in June to Islamic Hamas militants.

There were conflicting claims of responsibility for the attack from Hamas, which claimed it teamed up with Islamic Jihad, and the Al Aqsa Martyrs' Brigades, a violent offshoot of Abbas' Fatah. Palestinian officials also said the gunmen may have been criminals caught off guard by the Israeli hikers.
