District court to hear petition against Negev training base

The Be'er Sheva District Court will discuss on Wednesday an environmental group's petition that has frozen construction of an Israel Defense Forces mega-base south of the Ramat Hovav industrial zone.

In its petition, the Israel Union for Environmental Defense demands that blueprints for the army base go through standard planning procedures and be subjected to public scrutiny. In addition, it says construction should not start before pollution emissions from the nearby industrial zone have been adequately addressed and a study of the area's potential health hazards is completed.

The defense minister will tell the court that large amounts of funds have already been spent on curbing pollution produced in Ramat Hovav, and that IDF soldiers will not be stationed at the base before emissions been dealt with to the satisfaction of all parties involved.

The Ramat Hovav Local Council has asked to participate in the court hearing, as a supporter of the start of construction on the base.

During Wesnesday's hearing, two separate protest rallies expressing opposition to construction are expected to be held outside the court, organized, respectively, by environmental organizations and by a group of Negev politicians - who include Be'er Sheva Mayor Ya'akov Terner and Yeruham Mayor Amram Mitzna. On Tuesday, Minister without Portfolio Ami Ayalon toured the northern Negev area, and inspected the preparedness of storage facilities of the Home Front Command in case of a state of emergency. He said that "storage of dangerous materials in the home front demands immediate attention."
