Justice Ministry opposes bill blocking pardon of Yigal Amir

The Justice Ministry is opposed to an amendment that would prevent the president from pardoning Yigal Amir, the assassin of prime minister Yitzhak Rabin, its representatives are to tell the Ministerial Legislation Committee Sunday.

The committee is discussing a bill that would amend the Basic Law on the President of the State that would deny the president the authority to pardon an individual convicted of murdering the prime minister for political or ideological reasons.

The bill was initiated by MK Eitan Cabel (Labor) and supported by 20 MKs, from across the political spectrum, including Kadima, Hadash, Meretz, Pensioners and Shas. "The danger to democracy in the murder of a prime minister must be translated clearly into law," the bill states.

The Justice Ministry opposes the amendment because a law enacted in 2001 prohibits the parole board from releasing a prisoner who murdered the prime minister for political or ideological reasons, or from recommending this action to the president.

The Justice Ministry says the chance the president will act without such a recommendation is so unlikely that a change in the basic law is unnecessary.
