U.S. chides Israel for curbing Palestinian security forces

The United States has complained to Israel that it is undercutting the ability of Palestinian forces to expand their security control of
the West Bank before a U.S.-sponsored peace conference.

Western officials said Washington was unhappy at Israel for seizing body armor belonging to the Palestinian Presidential Guard and conducting early-morning raids in the city of Nablus, despite the deployment of Palestinian forces there.

The officials said Washington had asked the U.S. ambassador to Israel, Richard Jones, to deliver a complaint about the raids, which took place on Wednesday and earlier this week in the city's restive Balata refugee camp.

Some U.S. and Palestinian officials saw the Balata raids as attempts by Israel to undermine the credibility of Palestinian security forces less than a week after their deployment in the city, a frequent flashpoint between Israel and militants.

Palestinian Authority Chairman Mahmoud Abbas harshly criticized Wednesday the Israel Defense Forces' activity in the Nablus area during the previous night. In talks with MK Nadia Hilou (Labor), Abbas said that IDF actions in the Balata refugee camp near the city interfere with the PA's means to bring order to the region.

Last Friday, the PA deployed 300 policemen to Nablus, in an attempt to impose law and order in Area A, and to promote ties with Israel ahead of the Annapolis peace conference.

MK Hilou met with Abbas at his Ramallah headquarters. She maintains that the PA chairman warned that the sides have no alternative but to tighten the cooperation between them. Abbas says that if the peace process fails, "the radicals will penetrate the West Bank as well." He expressed confidence that if the peace process holds up, the PA could control Gaza as well.

Hilou also said that Abbas is very optimistic with regards to opportunities for cooperation ahead of the Annapolis conference.

In the past two months, Hilou has intensified her diplomatic activity and started a series of meetings with Palestinian officials. Wednesday's meeting was the first meeting between Hilu and Abbas. The two discussed the situation in Jaffa and the Galilee, and Hilou's extended family who lives in the West Bank and in Jordan. Hilou maintains that Abbas looks favorably upon Arabs working within the country for the sake of increasing the chances of peace, while striving for equality.

Hilou also met with jailed Fatah leader Marwan Barghouti's wife, Fadwa, where they both called for women to be politically active in Israel and in the PA. Fadwa, who sits on the Ramallah city council, said called on Jewish Israeli women to put their weight behind the peace process.

"I am a woman of peace," she said to MK Hilou.

MK Hilou said, "I think the time has come that women show greater involvement in different areas. We have nothing to lose."

She maintained that "women are usually the ones who deal with the hardships and the loss, and they are the ones who need to work to find a solution."
