Ramon: Delay tackling issues that we can't agree on with PA

Vice Premier Haim Ramon said Tuesday that Israel and the Palestinians should delay tackling the issues on which they do not agree until after the upcoming Annapolis peace summit.

"At the Annapolis summit, Israel and the Palestinians need to formulate the primary agreements and leave those things on which they do not agree to the negotiations that will be launched after the summit," said Ramon, while participating in a panel titled "Between Agreement and the Unilateral Option" at a Sderot conference.

However, Ramon said, "due to political problems it is unclear whether this is possible."

"Should we be unable to reach an agreement with partners like Abu Mazen [Palestinian Authority Chairman Mahmoud Abbas] and [Palestinian Prime Minister] Salam Fayad, it is unclear with whom we can," he added.

The U.S.-sponsored peace conference in Annapolis will take place in the last week of November, Prime Minister Ehud Olmert told reporters after meeting with President Shimon Peres on Tuesday.

Olmert added that formal invitations have yet to be sent out and that Israel is interested in Syria's participation in the conference.

"We believe that Syria's participation is the right thing. I hope that if the process with the Palestinians will succeed then it will encourage a similar [peace] process with Syria."

Olmert also said that negotiations with the Palestinians on the core issues - Jerusalem, borders and refugees - will begin after the conference and that every concrete move will be carried out in accordance with the U.S.-backed road map.

"Both sides are committed to a number of steps," Olmert said, "and we are prepared to fulfill our commitments in order to move forward."

Olmert and Peres also spoke at length about the president's trip to Turkey next week, where he is expected to take part in a summit with Turkish President Abdullah Gul and Abbas. Peres will address the Turkish parliament during his visit, making him the first Israeli ever to speak at a Muslim parliament.

Livni: Arab world must come to peace summit with no preconditions

At a summit with top European and Mideast envoys in Lisbon on Monday, Foreign Minister Tzipi Livni said that the Arab world must come to the U.S.-led peace conference with no preconditions.

"The Arab world must support any decision or compromise reached by the Palestinians," Livni told European and Middle Eastern foreign ministers gathered in the Portuguese capital, "instead of dictating the final outcome of the conference."

"Had the Arab world conducted itself differently, the Palestinians could be celebrating 60 years of their independence - or at least the seven-year anniversary of their state," Livni added.

The foreign ministers of Jordan, Egypt, Syria, Lebanon, Tunisia, Algeria, Libya and Mauritania were all present while Livni spoke. Palestinian Foreign Minister Riad Malki also attended the conference.

Livni added that "it is clear that we must enter substantial negotiations following the Annapolis conference. Israel is not trying to evade the most sensitive core issues. Both sides must understand that compromises are needed and the dialogue will have to be backed up by actual concrete moves."
