Tripartite group to negotiate core issues after Annapolis

The United States has agreed to establish an American-Israeli-Palestinian committee that would monitor implementation of the first stage of the road map peace plan, Palestinian negotiator Saeb Erekat announced yesterday.

The U.S., he added, would serve as the panel's arbitrator, deciding which road map commitments each side has successfully fulfilled.

U.S. Secretary of State Condoleezza Rice met yesterday in Ramallah with Palestinian Authority Chairman Mahmoud Abbas to discuss preparations for the Annapolis peace conference.

The two agreed that after the conference, Israel and the PA will begin negotiations on the conflict's "core issues" - borders, Jerusalem and the refugees.

At a press conference after the meeting, Abbas said that there are problems in the talks with Israel, but also "encouraging developments." Like Olmert, he said that his goal is to sign a final-status agreement before President George Bush leaves office in 2009.

Abbas also demanded that Israel immediately freeze settlement construction, evacuate illegal outposts, end targeted killings, withdraw from Palestinian cities, reopen PA institutions in East Jerusalem, free all Palestinian prisoners and remove all roadblocks.
