Livni to tell UN: Iran nuclear issue will not resolve itself

NEW YORK - In her address to the United Nations on Monday, Foreign Minister Tzipi Livni is expected to lambaste international inaction on Iran's nuclear program, charging that some countries are acting as if they expect the problem to solve itself.

Her address will also showcase her ministry's initiative to bar armed organizations from participating in democratic elections.

Livni, who will be the first speaker at this morning's General Assembly session, will urge the UN to adopt "universal rules" that would bar any armed organization or any group that supports armed struggle from running in elections, unless they accept the "fundamental principles of democracy."

She has already raised this idea in private meetings with world leaders and foreign ministers during the GA session.

Israeli sources said that the Arab ministers with whom Livni has met in New York expressed support for the idea, which would keep groups such as Hamas and Hezbollah from running.

Much of her address will be devoted to the Palestinian issue. She will argue that the Israeli-Palestinian conflict is not the cause of the region's troubles; rather, it is merely part of a larger battle between democracy and extremism.

Livni paid a solidarity visit Sunday to the B'nai Avraham synagogue in Brooklyn, where a swastika was recently painted on its walls.

The New York City Police has offered a $10,000 reward for information leading to the identity of perpetrators of hate crimes.

Sunday night night, Livni attended a gathering organized by the Israeli consulate in New York in honor of this week's Sukkot holiday.

The gathering - billed as "the Sukkah of Peace" in a nod to the sukkahs (booths) in which religious Jews traditionally eat during the holiday - brought together Jewish, Muslim and Christian clergy with the goal of promoting "understanding and harmony" among religions and nations.

Iranian official says Iran ready to help U.S. stabilize Iraq
Iran will help the United States stabilize neighbouring Iraq if Washington sets out a timetable for a withdrawal of its troops, Iran's chief nuclear negotiator said in an interview published on Monday.

"If they (the Americans) have a clear definition of a
timetable we'll help them materialise it," Ali Larijani told Britain's Financial Times newspaper.

Larijani, the secretary of Iran's Supreme National Security Council, added that Washington's failures in Iraq should deter the Bush administration from considering any further foreign interventions and warned the United States to stay clear of Iran.

He said any attack by the United States on Iran would be like Washington "sticking its hand into a beehive".

The United States should attack Iran only if it wished "to receive Israel on a wheelchair," he told the newspaper.

Larijani said the Bush administration should heed the
strategy of both the Democratic Party and the British government on Iraq. Larijani said the Democrats' call for a timetable for withdrawal "seems to be logical".

Britain has pulled its troops out of the southern Iraqi port city of Basra and a rough schedule for drawing down its 5,500 personnel completely from Iraq is gradually emerging.

Larijani said the British were "more intelligent than the Americans," having made the "necessary adjustments" to their strategy.

Larijani reiterated that Iran was ready to continue
cooperating with the UN atomic watchdog to defuse a row of its nuclear program.

On Friday six world powers agreed to delay a vote on tougher UN sanctions on Iran until later November at the earliest, to wait for reports from the International Atomic Energy Agency and European negotiator Javier Solana.

The West accuses Iran of seeking to develop atomic weapons under the cover of a civil nuclear program. Iran denies this, saying it wants to produce power and save more of its oil and gas for the export market.
