J'lem firms charged with selling leavened bread during Passover

The Jerusalem municipality recently filed seven indictments against businesses that publicly displayed chametz, or leavened bread products, during Pesach last year.

According to city councilman Saar Netanel of Meretz, this is the first time municipal citations have matured into indictments submitted to the courts, instead of being shelved eventually for one reason or another.

Last Pesach saw ultra-Orthodox demonstrations outside Jerusalem restaurants that served chametz.

The citations were issued by two municipal "chametz inspectors" who handed out reports to store and restaurant owners who displayed bread, rolls or pitas downtown or in other Jewish neighborhoods in the capital. Businesses written up include Resto Bar, Pizza Chili, Ewo Meat Burger, Terminal 21 and Sapir Super Denia.

The chametz inspectors are the prosecution's witnesses in the cases against the business owners, which carry a maximum sentence of NIS 13,000 in fines.

Chief city prosecutor Danni Libman, who revealed this data in a letter to Netanel, also wrote that in his opinion the business owners in question ought to be fined thousands of shekels.

"At issue is an unconstitutional law, which violates the Basic Law on Human Liberty and Dignity," Netanel said. "The city wants to eradicate the phenomenon of chametz in the holy city, but in this manner they'll also eradicate the secular public from the city."

A spokesman for the municipality said that the city annually enforces the state's laws, including the Chametz Law banning public display of chametz. "Last year the municipality was forbidden to file the lawsuits after it turned out that the interior minister's accreditation of inspectors arrived late."
