Treasury takes on comptroller over Zelekha ouster

The treasury will consider petitioning the High Court of Justice against the state comptroller, Micha Lindenstrauss, if he issues an injunction protecting the treasury's accountant general, Dr. Yaron Zelekha.

Finance Ministry sources say that on October 19, when Zelekha's contract expires, he should vacate his position. Officials there feel it is improper for the state comptroller to intervene in the management of the ministry and prevent the minister from replacing Zelekha with Shouky Oren, who was recommended for his position yesterday by the Civil Service Commission.

In an unusual move earlier this week, at the request of Lindenstrauss, Attorney General Meni Mazuz asked Finance Minister Roni Bar-On to refrain from bringing Oren's appointment up for government approval. Lindenstrauss wanted the cabinet to delay debate until a decision has been made on whether to issue a protection order, as requested by parliamentarians Shelly Yacimovich and Aryeh Eldad.

The finance minister's office said that it had never said it would request the government to approve Oren's appointment this Sunday, just at some cabinet meeting. The state comptroller's request would be considered, the office said.

Heated discussions are being conducted in the offices of the state comptroller on the question of the appropriateness and legality of a protection order for Zelekha. Discussions have also been held in recent days between the treasury, attorney general and state comptroller, at times through mediators, in an effort to find a solution to the affair.

One possibility being considered, to protect the dignity of those involved in the affair, is to extend Zelekha's tenure by a few months. The treasury minister's office refused to respond to what they describe as speculation.

Omets, a group of citizens for judicial and social justice, demanded this week that the state comptroller issue a protection order for Zelekha to prevent his ouster. The letter Omets sent to the comptroller emphasized that Zelekha had uncovered government corruption, and is therefore entitled to protection: "In recent months Zelekha uncovered a large-scale affair involving suspicion of intervention in the sale of state-held Bank Leumi shares, in which Prime Minister Ehud Olmert is alleged to be involved. The affair is currently under investigation," Omets wrote.
