ANALYSIS: N. Korea's past threats to spread nuclear technology

The recent Washington Post report on Damascus-Pyongyang atomic ties sheds light on the relationship between North Korea and Syria and the possible nuclear cooperation between the two countries.

During the '90s and following a deal signed with the Clinton administration, Pyongyang agreed not to further develop its nuclear program for military purposes, and received in return a joint pledge by the U.S., Japan and South Korea to provide it with fuel until electricity-generating power plants funded by the three were built.

The accord, however, did not last and a new crisis developed in 2000 when it was revealed that North Korea had continued to secretly produce plutonium. In response, North Korea withdrew from the Nuclear Non-Proliferation Treaty, removed camera surveillance from its reactor and stopped cooperating with inspectors. It then emerged that North Korea had most probably accumulated dozens of kilograms of plutonium, which by U.S. intelligence estimates would allow her to produce six atom bombs, a figure it later placed at ten.

Last October, North Korea detonated a nuclear device of unknown capacity as a test. According to U.S. estimates, the bomb was smaller than the one that was dropped on Hiroshima. A few months after the test, an agreement was reached with the so-called group of six including Russia, China, the U.S., Japan and North and South Korea. Pyongyang agreed to shut down its reactor and commit not to renew its military nuclear plan.

In accordance to the agreement, International Atomic Energy Agency inspectors now visit the reactors, as do inspectors from Russia, the U.S. and China, and there is talk about arranging a summit between North Korea leader Kim Jong-il and U.S. President George W. Bush.

However, at the height of the 2003 crisis and as talks were being held to resolve it, a North Korean official threatened that his country would spread nuclear technology to other countries.

In response, Bush warned that if North Korea were to do so it would cross a red line and fears were already raised that the rogue state had developed a parallel nuclear program, enriching uranium by centrifuges.

Similarly, Iran is currently developing its nuclear program based on uranium enriched by centrifuges in its Natanz plant. Its program is based on technology smuggled into the country by the black market network of the "father" of Pakistan's nuclear program, Abdul Qadeer Khan.

While Khan was offering assistance to Iran, he also visited other Middle Eastern countries in the '90s - including Syria - and offered his services and know-how to them as well. However, Damascus turned down his offer.

North Korea also supplied Syria and other neighboring countries with Scud missile technology. Syria has a limited and undeveloped nuclear program, presumably for research purposes. Syria has a small research reactor, provided by China, who also promised to help Syria build a larger 30-megawatt research reactor, but apparently the plan was scrapped due to Syria's economic problems.

Syria signed the Nuclear Non-Proliferation Treaty and also Safeguards Agreement with the IAEA, thus the UN watchdog's inspectors monitor Syria's nuclear sites. However, Syria has not signed the additional protocol that allows more intrusive inspections with less than 24-hour advance notice.
