Watch out, it's a trap

The day is not far off when the Israel Defense Forces will have supersonic F-35 stealth fighters capable of flying to Iran and back. Some day in the not so distant future, we will have sophisticated long-range missile boats and an armada of state-of-the-art tanks. Yet Israel, equipped from head to toe with radars and satellites that can peer into Bashar Assad's palace and see what he is having for five o?clock tea, has not been able to do anything about the Arabs' most primitive weapon.
During the Gulf War, Iraq fired 39 old-fashioned Scuds with 250-kilogram warheads at Israel. A whole army of American planes, British commando units and satellites watching the goings-on from outer space could not even detect, let alone destroy, a single mobile rocket launcher. In Operation Accountability in 1993, with the IDF sitting in Lebanon, Yitzhak Rabin as defense minister and Ehud Barak as chief of staff, we were unable to stop the Katyusha fire on the Galilee. In Operation Grapes of Wrath in 1996, we were equally unable to stop the Katyushas. In the Second Lebanon War, not only did the Katyushas and missiles keep raining down on us, but we left behind an enemy that managed to replenish its arsenal with 20,000 rockets and missiles of every kind before the year was up.

The Qassam rocket, dismissed at first as a pesky gnat, has turned the lives of Sderot residents into hell for the last seven years. The Qassam?s primitiveness turned out to be its asset: easy to shoot, hard to spot. The army has come to realize that there is not much it can do. Most of the time, the noise is greater than the damage.

Over time, however, range and accuracy have improved. Today, the Qassam can reach communities near Gaza and even 'strategic targets' in Ashkelon. Over time, more of them have been exploding in downtown Sderot. Even if there have been countless miracles, everyone knows it is just a matter of time until some school takes a direct hit − with bloody consequences.

This week's school strike in Sderot, and the residents' rally in Jerusalem, are completely justified in light of the political and defense establishments' nonchalance after seven years of fire on the town. Ariel Sharon?s basic mistake was not leaving a temporary military force in the Gaza Strip until some responsible entity came along to which we could hand over the keys. This vacuum was filled by Hamas, Islamic Jihad and half a dozen terrorist organizations. It is hard not to feel for the irate citizens of Sderot, who say that if the Qassams were falling in Ramat Aviv or Herzliya Pituah, the IDF would have turned Beit Hanun and its environs into a wasteland long ago.

But Sderot is also part of this country, and the situation to which Israel has resigned itself is intolerable. No country in the world would sit quietly and watch one of its cities being bombarded, day in and day out, for seven years straight, without any crushing response. Ehud Olmert says he told the army to 'wipe out the Qassams.' It makes for a nice headline, but it is not so simple, considering what happened the last time he gave orders, on the subject of Lebanon.

Barak once said that blood revenge is a way of life in this region, and those who opt out are no longer respected. But at this point in time, Israel needs to wait with any score settling until the IDF recovers from the fiasco of the war in Lebanon, and until all avenues for reaching an agreement with the Palestinians at the November summit have been explored.

Madcap proposals like cutting off Gaza's electricity, water and fuel supplies until the firing stops, or scaring the population with ultrasonic booms, are collective punishments that show we are losing it. Exerting pressure on citizens has never softened up terrorist chiefs, but it has certainly made the world jump down our throats.

All sorts of ideas are being trotted out in the right-wing camp. One of them is stepping up targeted assassinations of the big cheeses ?(Khaled Meshal, for instance?), or heavy bombing of the 'sources of fire,' which is another way of saying residential housing and civilian populations, in order to push the Qassams out of range. But the defense minister?s warning that the IDF is starting to think seriously about a large-scale ground operation in the Gaza Strip is surprising − and very worrying. Not only because the cabinet has not reached any such decision, but because this is the kind of war that you get into and cannot get out of.

Now is the time to act from the head, not the gut. We must not, under any circumstances, allow ourselves to fall into the trap of a ground invasion of Gaza.
